An agent issues a control command to a plant. Who answers for the standstill — or the accident?
Here a decision becomes physical. A control command cannot be taken back, a dangerous-goods shipment cannot be declared correctly after the fact. Mandact limits via `resourceScope` what an agent may target — the difference between a test rig and the production line becomes expressible.
Use cases
Resources instead of roles
`machine.command` allowed on `anlage:test/*`, blocked on `anlage:prod/*`. An action without a resource is denied.
Prepare dangerous goods, do not ship them
ADR/SDR require trained personnel — `dangerousgoods.ship` is prepare_only.
Recall with reporting duty
`product.recall` carries the authority notification under PrSG/ProdSG in the catalogue.
